Since it generally takes approximately six weeks for the state to process the application and to return notification, the student should be able to have that acceptance in hand when the evening classes end, so he/she won't have to wait 4 to 6 weeks after completing the class to take the state exam. This evening schedule also allows the students time to review, grasp and understand the course material so they don't have to take the course twice and so they better understand what they are doing after they get their licenses.
